Final Strategic Plan for the South Cle Elum Depot As presented by:
Interpretive Solutions, Inc., June 18th, 2005
The Cascade Rail Foundation's strategic plan has been conceived as a broad
framework for moving a complex planning effort along a general path. Course
corrections will be made along the way, which may include different or varied solutions
to what is presented in this document. Time changes all things, and over a 20-year
period, any number of influences may require adjustments in the plan. Therefore, as this
document is reviewed and acted upon, it is important for both the Cascade Rail
Foundation (CRF) and the Washington State Parks and Recreation Commission (Parks),
as partners, to recognize and agree that the plan to be adopted will be a road map to the
future, the details of which will need to be adjusted periodically as circumstances
change. The CRF Strategic Plan should never be construed as being unchangeable or
"cast in concrete:" it sets a direction and outlines goals, but remains flexible so as to
respond to changing conditions over time.
